Is it safe for your eyes to look at a computer screen with the lights turned off?

what do you honestly think is going to happen if you attempt looking at it without lights?Is it safe for your eyes to look at a computer screen with the lights turned off?
My eye doctor says that if you do it often, your eye power will go down and everything will be blurry to see and you have to get glasses. But only if you do it often.
