when using eyeliner...line only the top lash line...use 2 coats of mascara. use a shimmery light colored shador to highlight right under your eyebrow and in the inner corner of your eye

and then use lots of mascara on your top lashes
use eyeliner but no black on bottom makes the look smaller on the bottom you should go with a navy or any color eyeliner you like also highlight your eyebrows and that will make your eye pop
