i was in this same situation a few months ago. heres what i did. i went to nordstrom, or in this case any higher end cosmetics salon, but i went to nordstrom's MAC counter. in your situation with on having an arch, they can make the other one have an arch also, and better, if you dont like the arch they will match a eye brow pencil to your eye brows and show you how to fill them out. if you want you can buy a eye brown stencil until they grow out a little more. but thats all free, the only thing you need is the color from a professional and than you can buy an eye brow pencil for less than 20 bucks or take the color and go to any other store and have the cosmetics people match the color that the pros gave you.
Get an eyebrow pencil (Maybelline is good) and fill in the brows so they look more alike. Use light feathery strokes and brush with an old toothbrush
