To look whiter, or to stand out? If you want them to actually look whiter, first put some eye drops in (that's kind of a given) but then wear a blue or white eyeliner on the inside rim on your bottom lashes. Be careful not to put too much, but if you put just the right amount, people won't really notice it too much, but your eyes will look whiter. If you just want them to stand out, or kinda pop out, then get a dark brown/black eye liner and line the inside rim of your bottom lashes. The dark gives it more contrast, whereas the blue makes it appear whiter.
