It's probably because you think that if you look at her, your eyes may give away that you fancy her especially if they linger slightly too long. Trouble is by not looking at her this can also give the game away. It's better to look at her though than not to or she may misinterpret it that you're sly as eye contact is very important. If she is shy herself or under-confident then she may even think you find her unattractive if you won't look at her properly so please maintain eye contact. It means that you are intimidated of her or scared of rejection. Maybe even scared that she can tell that you like her by the look in your eyes. You sound like it's a crush that you want to keep secret, that you are afraid of being crushed (no pun intended). What will really get you that girl is if you accept that if she doesn't want you you can go find someone better. Give yourself a pep-talk, get some confidence, that will get her attention, and more than likely draw her to you. Don't be an offensive jerk or anything like those guys who take confidence TOO far, but just show her you are secure with who you are, and who you are wants to tap that :-P
I get like this too! It is SO frustrating! I'm just thinking to myself, ******* look him in the EYES, YOU Pansy!!! Not saying anything about you, I think a lot of people do this. Just try acting strong, and tell yourself she's just like anybody else, except I want her, lol. All I can say :D
It means your really like him/her and are nervous around them because of it. It's nothing to stress about. Just try talking to them more, the more comfortable you are around this person, the easier it will be to make eye contact :]
