Use thicker black eyeliner to make your eyes appear smaller. :]
To make eyes smaller, do not use any eyeliner or outline with eyebrow pencil. You can just apply eye shadow on your eyes. If you like the idea of using mascara, use the thin type and not thick ones. Try to make up and see if it helps.
