Does putting white eyeliner on your eyes make them look bigger?

My friend says that wearing a bit of white eyeliner makes them look bigger and more noticeable is this true? I would try it myself but I cant be stuffed buying a white eyeliner.Does putting white eyeliner on your eyes make them look bigger?
